If you can get your hands on a Google Voice invite, you can set your voicemail to be handled by it instead of your carrier (it works by using your carrier’s conditional call forwarding feature to send unanswered calls to GV).

Net result: not only do you get transcribed voicemails sent via SMS, plus a ton of other features, but also your caller only hears YOUR outgoing message, not the 30 seconds of garbage your carrier tacks onto the end.

You can also customize outgoing messages on a per-caller or group basis, which is amazing.
